Vincent Moulden was appointed Director of the Anne Arundel County Executive’s Office of Community Engagement & Constituent Services in December 2022, following nearly two years as the office’s Assistant Director and one year as the 
Community Engagement Officer for Annapolis and South County.
In his capacity, Vincent leads a dedicated team committed to assisting constituents in accessing services provided by county government agencies or nonprofit service providers. He takes pride in the team's efforts to bridge the gap between the community and government by promptly responding to constituents and facilitating connections with necessary services or resources. Vincent is passionate about informing residents of the various events and programs available throughout the county to address their concerns and community goals.
Bringing over a decade of experience in marketing and communications, stakeholder engagement, and customer service, Vincent prioritizes constituent experience and conflict resolution. Prior to joining the County Executive’s Office, he played a pivotal role in supporting digital initiatives for clients of a trade association management firm. This included overseeing social media presence and planning, website development and management, event and programmatic strategies, and multimedia design.
